Starting at Primary School

Resources available to households

Primary schools in Porirua City operate in three clusters: north, east and west. Each cluster contains a set of villages recognised in the Village Strategy of the Porirua City Council. There are also localities not specifically covered by the Strategy.

The two most common ways of showing the general level of resources available to households in small areas of the City are the New Zealand Deprivation (NZDep) Index and the Ministry of Education classification of schools.

Schools are directly affected by the resources available to children in their area consequently systematic measures are required when the average is relatively low.

The ECC has made a recent submission to the Education and Science Select Committee.

Participation in Early Childhood Education (ECE) and Primary Schooling

This set of indicators is intended to begin a discussion of the ‘school readiness’ of children beginning primary school, the value added in the first years of schooling, and participation of children and parents in primary schooling.

As participation rates rise the intention is to focus more on the quality of children’s experiences. For example:

The health [link to: B4 School checks] and oral language development of children in ECE

Ways of introducing new entrants’ to writing and reading [link to: Literacy activity]

Implications of frequent absences and changes of school

Maintaining active engagement [link to: Digital Enablement activity] of children throughout their primary schooling.
